Rise of Kingdoms doesn't have one universal "best commander" — a commander who wrecks lobbies in KvK1 can be dead weight once Season of Conquest kicks in, and the right pick depends on kingdom age, troop type, equipment, and existing pairings. Still, some commanders stay strong across enough contexts to earn a consistent top ranking, and the current meta has shifted noticeably toward True Damage and Combo Attacks. We ranked with that shift in mind rather than freezing the list to an old season.

S-Tier

  • Zhuge Liang — currently dominates the meta as a rally/support commander whose skill set scales into nearly every troop-type composition, making him one of the safest gold-head investments right now.
  • Liu Che — a top-priority pick thanks to True Damage output that ignores a chunk of standard defensive scaling, which is exactly what the current meta rewards.
  • Hermann Prime — rounds out the three commanders worth prioritizing above everyone else this season; strong in both open-field fights and garrison defense.
  • Sun Tzu (Prime) — revitalized Infantry as a troop type almost single-handedly, turning what used to be a weaker composition into a genuine meta pick.

A-Tier

  • Xiang — a strong all-rounder that performs well without needing a perfect pairing partner, which makes her flexible for kingdoms at different stages.
  • Nebu / YSG — reliable secondary commanders that pair well with S-tier primaries, adding utility rather than trying to outshine them.
  • Alexander — solid cavalry-focused pick, especially strong in open-field skirmishes and rallies built around mobility.

B-Tier

  • Nevsky — was S-tier not long ago, but has quietly slipped down as the meta shifted toward True Damage and Combo Attack synergies he doesn't fully benefit from.
  • Guan Yu — same story as Nevsky: still usable, no longer the auto-include he was a season or two back.
  • Yi-Sun-Sin — situationally strong (especially with naval-adjacent content) but narrower in application than top-tier picks.

C-Tier

  • Early free commanders past the tutorial kingdom — get new governors through the first city-building phase, then get replaced almost immediately once gold heads start coming in.
  • Single-purpose gathering commanders used in combat roles — excellent for resource collection, a liability if pushed into rallies or garrison defense.

The takeaway

Chase Zhuge Liang, Liu Che, and Hermann Prime first if you're investing gold heads today, but don't sleep on Sun Tzu (Prime) if you're running Infantry — the troop-type shift is real. And remember RoK's golden rule: check what stage your kingdom is in (KvK1 vs. Season of Conquest) before committing skill points, because this season's S-tier can become next season's Nevsky.
